Deborah is one of Canada's most highly respected compliance professionals. As the Founder and President of Quality & Compliance Services Inc. (Q&C®), she draws on more than 30 years of experience as an auditor, trainer, technical writer and consultant. Deborah has worked closely with senior leaders of many of Canada's largest manufacturers and importers of pharmaceutical products. She played a major role in helping to bring novel drug product into Canada, has been an advisor to the Natural Health Product Directorate of Health Canada and helped write the NHP guidelines.
Under Deborah's leadership, Q&C has prepared four GMP (Good Manufacturing Practices) booklets which are used by industries in Canada, the United States, and around the world. The Blue Book™ has become the industry standard for GMP in Canada and the U.S., while The Green Book™ is the definitive guide for GMP for the Natural Health Product (NHP) industry. The Red Book™, just released, covers GMP for Active Pharmaceutical Ingredients (APIs) and the International Conference on Harmonization of Technical Requirements for registration of Pharmaceuticals for Human Use (ICH Q7), The Inspector Book is a bilingual booklet of GMPs in Canada.
Deborah provides solid leadership to every project at Q&C. Her strong technical competence is complemented by her ability to ensure that the right person with the right experience and training is assigned to a given project. She has successfully managed numerous assignments – from producing and delivering high-profile, industry-sponsored seminars and workshops to developing and implementing cGMP/GMP compliance quality systems for major manufacturers.
Awards, Recognition, and Achievements
In the fall of 2013, Deborah was honored by the Mississauga Board of Trade as Business Person of the Year. She has been nominated three times for the RBC Canadian Women Entrepreneur of the Year award.

Deborah is often interviewed by the media on such subjects as the labelling of drug products and Natural Health Products, and consumer safety.
Deborah has lectured for university-level courses related to pharmaceuticals and entrepreneurship. She is a past member of the Queen's University Advisory Council on Engineering, and has sponsored numerous P.Eng. certifications.
